Procurement Opportunities

All current and previous RFPs, RFIs, and RFQs issued by DCFS are listed below. DCFS is committed to conducting a fair, open, and transparent procurement process in accordance with state procurement laws and regulations. Vendors are invited to review the available opportunities and submit responses in accordance with the instructions and deadlines outlined in each solicitation.

A Request for Proposals (RFP) is used when the state is seeking a solution to a complex need, such as professional services, technology, or specialized equipment. Proposals are evaluated based on various criteria, including technical approach, qualifications, and price. The contract is awarded to the vendor whose proposal offers the best overall value to the state.

A Request for Information (RFI) is used when the state is gathering information about available services, products, or vendor capabilities. It is not considered a solicitation for bids. Responses to an RFI may help inform future purchasing decisions or the development of a formal RFP or RFQ. 

A Request for Quotations (RFQ) is used when the state has defined the solution to a need is requesting pricing from vendors. The vendor offering the lowest price that meets all specifications may be awarded the contract.

Pregnancy and Baby Care RFI (Second Issuance) (opens in a new tab)DCFS issued an RFI on February 10, 2026 to identify adoption agencies, maternity homes, social service organizations, and nonprofit pregnancy centers that can provide services intended to improve the pregnancy or parenting situation under the Louisiana Pregnancy and Baby Care Initiative. This RFI is exploratory and non-binding. Responses are due February 28, 2026.

DCFS issued an RFI on October 31, 2025 to identify solutions that can modernize its child welfare technology, and to gather information from interested vendors, stakeholders, and other entities regarding capabilities, implementation approaches, pricing models, and solutions. This RFI is exploratory and non-binding. Responses are due November 14, 2025.

Comprehensive Child Support Enforcement System RFI (opens in a new tab)


DCFS issued an RFI on October 31, 2025 regarding the design, development, and implementation of a comprehensive, all-in-one system solution that complies with all Office of Child Support Systems (OCSS) federal requirements and will modernize, enhance, or replace the current child support enforcement systems utilized by DCFS. This RFI is exploratory and non-binding. Responses are due November 14, 2025.

Hospital-Based Paternity Program

The Request for Proposals (RFP) for Hospital-Based Paternity Program for the Louisiana Department of Children and Family Services was published in LESA on 9/5/2025. The RFP was also posted to LaPac on 9/5/2025.  It will be advertised in the Baton Rouge Advocate, New Orleans Times-Picayune Advocate, Monroe News-Star, Shreveport Times, and Alexandria Town Talk on 9/10/2025. The RFP was cancelled in its entirety on Mar. 4, 2026
